The Comprehensive Test Ban Treaty (CTBT) is an agreement aimed at the complete prohibition of nuclear weapons testing. It is a controversial treaty. When the United States and its allied countries placed the proposal to enforce this treaty before representatives of 61 countries in the United Nations General Assembly, India rejected it by exercising its veto.
On 11th September 1996, when the proposal was put to vote in the United Nations General Assembly, it was found that 158 votes were cast against the proposal and 3 votes in favor. Five countries were absent during the voting. India, Bhutan, and Libya voted in favor of the proposal. Mrs. Arundhati Ghosh represented India in this assembly.
India’s position regarding this treaty is that all nuclear-armed states must first agree in writing to destroy their nuclear weapons; only then will India sign the treaty, otherwise not. Although many non-nuclear states accepted India’s argument, they officially signed the treaty under pressure.
